This job offers the opportunity to work from home as part of a hybrid work arrangement. This
arrangement will allow you to work some days at a TCHC work location and the rest of the time from
home. The amount of time required to work at a TCHC work location is flexible, while considering
operational and service delivery requirements.

The Director of Tenant Engagement and Community Development will report to the Chief Operating
Officer. The Director, Tenant Engagement and Community Development is accountable for the delivery
of the Division's programs related to resident engagement and community development. Leading local
and corporate staff teams, the Director develops and implements the Tenant Engagement System and
Community Development strategies ensuring staff have the appropriate resources and systems to
carry out their responsibilities.


What you'll do

Program Development and Divisional Leadership
- Lead the development of key tenant engagement and community development strategies and
projects through the design phase before transitioning to implementation teams.
- Build strong internal relationships across divisions to enhance connectivity among them on key
strategic initiatives.
- Provide opinions, advice, and recommendations relative to planning activities to the COO and
Executive Leadership team.
- Establishes a program for the development of social development plans in consultation with
tenants, staff and stakeholders that promotes neighbourhood safety and cohesion, economic
opportunities and social inclusion
- Establishes mechanisms to ensure consistent approach and quality to services across TCHC
communities.
- As a member of the Operations Senior Team, the role is jointly responsible for short and long
term strategic planning of services provided to the Operations Division and promoting and
supporting Divisional services through effective strategic planning, decision making, and
Partnerships.
- Participates in a variety of high level sector tables, internal committees, task forces, working
groups and with tenants of TCHC.
- Lead key training and capacity building plan to support tenants and staff in the roll out of the
tenant engagement system.

Program Service Delivery
Tenant Engagement
- Designing and overseeing implementation of the TCHC Tenant Engagement model in
accordance with the Shareholder Direction, Board/corporate direction and TCHC values,
- Designing and/or leading TCHC-wide engagement initiatives to ensure successful decentralized
implementation,
- Developing and overseeing programs to support tenant participation in decision making across
various areas in the corporation,
- Developing and overseeing implementation strategies to engage youth in community building.
- Establishes strategic partnerships to advance tenant led community engagement initiatives for
tenants
- Develops, implements/acquire and evaluate programs/services to address neighbourhood needs
to healthy communities
- Develops and implements strategic approaches to sustain and improve existing shared
community assets

Community Development
- Creates and implements innovative strategies and/partnerships to support opportunities for asset
based community development.
- Develops and maintains service level agreements with internal and external stakeholders divisions
receiving services, and leverage stakeholder engagement and capacity to provide services to our
residents.

Collaborative Leadership and Stakeholder Engagement
- Clarifies, interprets and instructs managers/staff regarding questions and/or complaints from
staff regarding team staff, operations, procedures, policies and guidelines, provides strategic
guidance on emergent/dynamic situations.
- Consults and problem solves with tenants, other directors, managers and staff regarding issues
and concerns as well as opportunities to improve tenant experience.
- Participates/ Leads meetings to exchange information on divisional activities, upcoming
meetings and actions that need to be taken.
- Deals directly with tenants, community service providers, government officials and suppliers
about a range of issues.
Provide strategic advice and make recommendations to the Chief Operating Officer, Executive
Leadership Team and the Board related to tenant engagement and community development.
Ability to manage complex issues with external stakeholders and community partners
Ability to manage multiple projects, prioritizing to ensure timelines are met.
Ability to monitor other's work, identify strengths and weaknesses, and implement change.
Build strong relationships across TCHC with peer plans as well as identify new key contacts for
TCHC that advances priorities of the organization.
Work collaboratively with the Board, CEO and Senior Leadership Team and City of Toronto
leadership in the development, deployment and management of TCHC strategies.


People Leadership

- Sets the overall strategic and operational direction of the tenant engagement for the Corporation.
- Supervises, coaches and motivates staff to ensure team performance and promotes individual
personal effectiveness to achieve high standards of work quality and organizational
performance.

encouraging others; supports continuous learning and encourages innovation.
- Builds and nurtures an environment that supports staff to achieve business results, to provide
excellent customer service and effective decision?making.
- Promotes the ability and willingness to be flexible and adaptable to respond to diverse
challenges and demands.
- Identifies training/development needs and ensures training/development opportunities are
provided to individual staff members and the Team, as needed.
- Promotes leadership in the development of good labour management relationships; ensuring
compliance with collective agreement(s) and TCH human resource policies; and participating in
grievance proceedings, as required.
- Responsible for effective management of job activities of direct reports, including conducting
performance evaluations.
- Leads the division's work in a manner that ensures compliance legislation and policies including,
but not limited to, the Ontario Human Rights Code, the Employment Standards Act, the
- Occupational Health and Safety Act, Municipal Freedom of Information and Protection of Privacy
Act, the Conflict of Interest policy, the collective agreement(s) and the Harassment and
Discrimination policy.

Financial/Resource Management
- Ensures the cost?effective and responsible management of the Division's financial, material and
human resources to achieve results
- Determines staffing levels and recruits staff, as required
- Develops and administers budgets; monitors expenditures to ensure budgetary compliance
- Prepares reporting, forecasting and spending analysis for the purposes of business planning and
program performance evaluation
- Oversees adherence to procurement policy and exercises sound financial judgement to limit
exposure to risk
- Ensures appropriate use of TCHC assets


What you'll need
- University degree in Social Planning, Urban Planning, Social Work, Social Services, Health
Administration Public Administration, Humanities or related field or equivalent related
experience.
- Over 10 years of experience delivering community development/ engagement, social and/ or
youth services programs.
- 6-10 years experience in a senior leadership or managerial role in community and program
development, capacity building and/ or community engagement in a large public sector institution
or social service organization
- Experience in one or more of the following areas: public policy; community development and or
engagement, program/ strategy development and implementation.
- Experience leading multidisciplinary teams.
- Strong political acumen and the ability to maneuver through complex situations effectively with
patience, diplomacy and sensitivity; can effectively and respectfully 'stand their ground'';
- Strong negotiating and influencing skills;
- Excellent communication skills (verbal and written); able to take and defend unpopular positions,
and capable of establishing a high level of credibility, both internally and externally, with a wide
variety of stakeholders;
- A true team orientation; actively promoting collaboration both across the organization and
outside the organization with external stakeholders;
- Public sector experience, exposure to a municipal environment and experience within a highly
regulated sector would be desirable;
- Excellent business acumen; the ability to work through and communicate TCHC's mandate and
objectives from a business perspective.
- Strong analytical skills and experience with data and analytics
- Proven experience working with and presenting to Executive Leaders and Boards of Directors.
